                          RULES           April 2010

1   The name of the Club shall be Northern Counties Shih Tzu Club.

2   The object of the club shall be to promote and protect the Breed and preserve it according to Kennel Club Breed Standard and to render assistance to all breeders and owners of Shih Tzu in the Northern Counties

3   The Club shall have an unlimited number of members. Membership to be by application and on approval by Committee.

4   The Committee to consist of Ten persons , with 5 to be elected to serve for 2 years on a rotation basis. The President to be elected annually . The Chairman and Treasurer to be elected for 2 years on a rotation with the Vice Chairman and Secretary for the other 2 year period . The Quorum for Committee meetings to be 7 persons.The Committee to have power to co-opt if a vacancy should arise.

5   The annual Subscription shall be:

     Single Membership                   £5.00                        .

    Joint Membership                      £7.00                  

    Overseas Membership               £7.00

    Juniors (up to 16 years of age)   £3.00

6   A bank account to be opened in the name of the Northern Counties Shih Tzu Club into which all revenue of the Club shall be paid and from which all withdrawals shall only be made on two signatures of the ex-officio officers. i.e. Chairman, Vice Chairman, Secretary, Treasurer. The two signatures on the withdrawals never to be from the same household.

7   The financial year of the society to run from 1st January to 31st December in each year. The annual General Meeting to be held before the 31st March of the following year. Notice of the Annual General Meeting is to be sent to all members at least eight weeks prior to the meeting.

Members to be asked for items for the Agenda ( including nominations for officers and committee) to be in the hands of the Secretary six weeks prior to the date of the AGM.

A Postal Ballot Paper ( for election of Officers and Committee ), a copy of the Agenda and a copy of the Audited Financial Statement of Accounts for the previous financial year to be sent to all paid up members three weeks prior to the AGM. Ballot Papers to be sent (by Members) to a nominated person one week prior to the AGM. (Date to be stated when sending out Ballot Papers ).

A Quorum for General Meetings to be 15 Persons.

8   The Rules of the Club shall not be altered except at an Annual General Meeting or Special General Meeting. Notice of which includes details of the proposal to alter the rules. Such alterations shall not be brought into force until The Kennel Club have been advised and has given approval for the alterations. No business shall be transacted at an AGM unless notice thereof appears in the Agenda. With the exception of routine matters or those of the opinion of the Chairman of the meeting are urgent.

9   Any Member who shall be suspended under Kennel Club Rule A42j(4) and/or any member whose dog(s) are disqualified under Kennel Club Rule A42j(8) shall ipso facto cease to be a member of the Society for the duration of the suspension and/or disqualification.

If the conduct of any Member shall , in the opinion of the Committee, be injurious or likely to be injurious to the character or interests of the Society , the Committee of the Society may, at a meeting , the notice convening which includes as an object the consideration of the member , determine that a Special General Meeting of the Society shall be called for the purpose of passing a resolution.

Notice of the Special General Meeting shall be sent to the accused member giving particulars of the complaint and advising the place, date and hour of the meeting so that he/she may attend and offer an explanation. If at the meeting a resolution to expel is passed by two thirds majority of the members present and voting, his/her name shall forthwith be erased from the list of members of the society except he/she may within two calendar months from the date of the meeting appeal to the Kennel Club upon and subject to the conditions as The Kennel Club may impose.

10   Should the Society cease to exist for any reason the assets of the Society will be disposed of by decision of a Special General Meeting called for that purpose.

11   The Kennel Club is the final authority for interpreting the Rules and Regulations of the Society and in all cases relative to Canine and Society matters.

12   The Society shall not join any federation of Societies or Clubs.

13   The Venue for all functions and events of the Club shall be varied throughout the Northern Counties

14 A Special General Meeting may be called by 15 fully paid up members of the Society.

15  The Chairman to have the casting vote.

16  The Society to have at least four Committee Meetings per year in addition to the Annual General Meeting.

17  Officials and Committee of Northern Counties Shih Tzu Club will not exhibit or handle at Northern Counties Shih Tzu Club Championship Shows.

18. The Officers acknowledge that during the month of January each year Maintenance of Title will be forwarded to the Kennel Club by the Secretary for continuance of registration and that by 31st July each year, other returns, as stipulated in the Kennel Club Regulations For The Registration and Maintenance of Title of Societies and Breed Councils and the Affiliation of Agricultural Societies and Authorities will be forwarded to the Kennel Club for any change of Secretary of the Society which may occur during the year.

19.The Society will make a list of members and addresses available for inspection if so requested by the members of the society or The Kennel Club.

20  All Members should be supplied with an up to date set of Club Rules and Regulations and ,in future all members will be given a set of Rules and Regulations on acceptance of their membership by the Committee.

21  Any person nominated to serve on the committee must have been a fully paid up member of the club for at least one year prior to the year of nomination. If nominated as an Officer of the Club, the nominee must have been a paid up member for at least two consecutive years prior to the year of nomination.

22  No person whilst an undischarged bankrupt may serve on the committee of, or hold any other office or appointment with a Kennel Club Registered Society.

23. A person may be elected an Honorary Life Member of the Club at a General Meeting on recommendation of the Committee. An Honorary Life Member shall be a Member who has paid his/her subscriptions for ten years or more and has contributed outstanding service to the club .Notice of proposal to elect an honorary Life Member must appear on the Agenda of a General Meeting. Honorary Life Members shall have all rights and privileges of Membership but shall not be liable to pay subscriptions.
